Basically at a certain RPM/engine load the torque converter locks its impeller and turbine wheel together, so it just acts as a clutch. This makes for better fuel economy since you're not getting any inefficiency from the torque converter slipping like it normally does during driving. According to people on the Focus forums, yes.
